In Dutch: The Netherlands Environmental Assessment Agency has published a report for the Ministry of Infrastructure and the Environment on how to minimize casualties and societal disruption in case of a flood. Their results show that if limiting the number of casualties is the main objective, a two-tiered strategy would work best, with a focus on 1) strengthening dykes; 2) a different evacuation strategy, shifting from the current focus on preventive evacuation (which is not functional in case of unexpected flooding) to evacuation to e.g. high buildings. This means people have to be informed of where to go, and these locations have to be prepared as refuges.
