Actually from the slush email account DEP Director Castille and Mike Sole shared with then Governor Jeb Bush (which I received in 2005-2010 from a Sunshine Law records request) the "oysters need water" is a ruse. Seems the emails I have were more concerned that the lack of water effected Southern power plant operations. There is even a copy of a letter to Southern power president from the Governor of Georgia not to take sides (Florida vs Georgia) in the water war issue. Since the lack of water effected the power plant operations, a federal grant by the W Bush administration gave Southern money to change the power plant to use a technology with less water.
